2012 NETWORK STATEMENT UPDATE
The General Secretariat for Infrastructures Resolution dated 9 February 2012 published the ADIF Board of Directors Agreement approving the update of the Network Statement document for 2012. (Official State Gazette, Number 40, 16 February 2012).
INTRODUCTION
The “Network Statement” (hereinafter NS) is a document that describes the features of the infrastructure available to Railway Companies, and provides information about its access conditions. It also outlines general rules, deadlines, procedures and governing principles concerning capacity allocation and charges, and all other information needed to process an infrastructure capacity request.
It has been updated for the 2012-2013 period, including the Service Timetable, pursuant to that which Order FOM/897/2005 of 7 April, with respect to the network statement and the railway capacity allocation process, lays down. This regulation transposes Directive 2001/14/EC, in accordance with which all necessary information must be provided for the use of access rights, in order to ensure transparent and non-discriminatory access to the railway infrastructure for all Applicants requesting Capacity to provide railway transport services.
2012 NETWORK STATEMENT UPDATE
Information has been updated and extended on the following issues:
- MAIN AGENTS IN THE RAILWAY SECTOR
Spanish Railway Sector information has been updated to include the Ministry of Public Works’ basic organizational structure, the main agents, their functions and competencies, and an updated list of Railway Companies (R.C.) and Authorised Applicants included in the Special Railway Registry. - ADIF’S IMPORTANT NUMBERS
Data in all sections has been updated. - INCLUSION OF NEW ASSETS IN THE ADIF-MANAGED NETWORK
Detailed information has been included about changes to assets (additions, withdrawals and modifications) in the Adif-managed network that are due to High-Speed development, network modernisation and commissioning of new sections. - FREIGHT TECHNICAL FACILITIES AND LOGISTICS
Information about Main Freight Logistics Facilities has been updated, as well as information about facilities managed in accordance with the new model for the allocation and use of spaces, under the system of self-provision of supplementary and ancillary services, to railway companies and authorised applicants owning rolling stock. - UPDATES TO THE ECONOMIC AND TAX FRAMEWORK FOR USE OF THE INFRASTRUCTURE
Fees and Tariffs. Royal Decree-Law 20/2011, of 30 December, was published, which approves urgent measures on budgets, tax and finance, to correct public deficit (Official State Gazette, 31 December 2011), which causes the general extension of the National Budget Law 39/2010, of 22 December, for 2011, from 1 January 2012, except regarding loans for projects ending in 2011 and for liabilities that expire that same year. Consequently, rail fees and tariffs in force in 2011 are maintained, unless they are modified by the National Budget Law for 2012. -
Provisional Fees Supplementary and Ancillary Services 2012: They have been updated, in accordance with Resolution of 14 December 2011 of Secretariat of State for Planning and Infrastructure. (Official State Gazette, Number 313, 29 December 2011).
- SERVICE TIMETABLE 2011/2012 and 2012/2013
The 2012/2013 Service Timetable’s Capacity Allocation Calendar has been updated in accordance with Rail Net Europe (RNE) guidelines for Applicants making capacity requests. Chapters 5 and 6 have individual entries for Ancillary Services, which are separated from Additional and Supplementary services. -
The Service Timetable for 2012 will be valid to 8 December 2012, and that for 2013 to 14 December 2013 (the second Saturday in December, as established in article 7.2 of Order FOM/897/2005). Both have set dates for carrying out the corresponding Agreed and Monthly Adjustments. The updated International Tracks Catalogue is also included. - UPDATED RAILWAY REGULATIONS
“Reference documentation” Annex F has been updated with the most relevant current legal railway information up to 31 December 2011, including both national and European documents as well as references about current technical standards. - MAPS.
The information in maps of the Adif-managed network has been updated and increased, incorporating the High-Speed section put into commercial service in December 2011, Ourense-Santiago de Compostela, in the Madrid-Galicia High-Speed line. -
A new map has been included with the Ports of General Interest, with which agreements have been signed in order to regulate the connection by rail with the Adif-managed network, as a consequence of the signing, in October 2011, of the agreements that regulate rail connection of 11 ports with the Adif-managed network, with the aim of improving the integration and coordination of the rail network with State Ports and of promoting freight rail transport, thus increasing competitiveness of Spanish ports. - Other useful INFORMATION
The Ourense-Santiago de Compostela-A Coruña line was put into service on 10 December, when 84 km of the Ourense-Santiago de Compostela High-Speed line section were put into commercial service, belonging to the new route built by Adif, together with 62 km of the Atlantic Corridor between Santiago de Compostela and A Coruña which the Ministry of Public Works and Adif have built jointly (comprehensive improvement). -
